The establishment of a well-functioning project liaison committee (PLC) and partnerships with local municipalities play a critical role in managing problems on the R573 Moloto Road project.
In the Limpopo section, SANRAL and the local municipalities identified possible stakeholders to form the PLC. The stakeholders were contacted and each asked to convene meetings with their respective constituents and formally nominate the individuals who will represent them on the PLC.
The PLC creates a platform for project liaison, execution of work, subcontracting and facilitation of employment, especially of local community members.
The municipality is represented on the PLC through the office of local economic development, ward councillors and the MMC of infrastructure, who has been mandated to provide political leadership at a higher level and make sure the project runs smoothly.
The MMC is an ex officio member (a member by virtue of his/her position) and serves as the link between SANRAL and the executive council of the municipality.
Ward councillors are also ex officio members of the PLC. They are able to address issues that can affect the project instantly and are particularly useful when it comes to managing day-to-day issues on site.
It is important to ensure that all the relevant stakeholders are represented on the PLC, thus ensuring that the interests of the various sectors within the project’s jurisdiction are represented.
SANRAL acknowledges these valuable partnerships and continues to adopt this approach on similar projects.
